The National Club Association (NCA) has been the advocate for the private club industry in Washington, D.C., for more than 55 years. As the voice of private clubs on Capitol Hill, NCA ensures that club concerns are forefront when legislative and regulatory issues affecting the industry are being decided. In addition, NCA provides club leaders an outstanding array of resources on club industry trends, governance best practices, legal and operational matters and ways to strengthen club leadership. NCA's Club Members are among the most prestigious private clubs in the country. NCA is a growing association with renewed emphasis on advocacy and PAC efforts. NCA is seeking a VP of Government Relations, based out of its Washington D.C. office. This position is responsible for developing and implementing effective government relations programs and strategies to help NCA carry out its mission of advocacy on behalf of private clubs and oversees all aspects of ClubPAC, NCA’s political action committee. This position plays a lead role in educating the industry about legal, legislative, and regulatory issues and effective ways to address them. The person in this position works very closely with and reports directly to the CEO. The responsibilities and duties of the position include, but are not limited to: Identify and Implement Legislative and Regulatory Programs. - Work with the President & CEO and the Government Relations Committee to identify and implement a legislative/regulatory agenda that responds to member needs and concerns.
- Seek ways to leverage NCA’s resources to expand the impact of its advocacy efforts.
- Determine legislative and regulatory issues of greatest impact to the industry and work to oversee development of effective strategies to deal with those issues at federal and state levels. Solicit member input, both in general and on specific issues, to facilitate priority setting.
- Instrumental in ensuring that NCA is regarded as the primary industry resource for high quality, timely updates on legislative/regulatory/legal matters. Responsible for preparing legal/legislative/regulatory information for presentation at industry events, publication in NCA periodicals and reports and dissemination through online resources such as the website and webinars.
- Seek opportunities for expanding NCA member engagement and volunteer support, to grow the internal resources available for government relations programs and enhance their impact.
- Pursue external opportunities for leveraging and expanding the association’s government relations impact with outside organizations, such as through issue-based coalitions and involvement with industry allied organizations.
- On an ongoing basis, identify ways to enhance the effectiveness of NCA’s government relations programs, such as through networking, continuing education and benchmarking.
- Support NCA membership development by demonstrating the importance and impact of NCA’s advocacy support. Work to educate members, increase the organization’s visibility and enhance perceived value.
- Enhance growth and development of staff who provide support to government relations.
- Understand the environment and market and be aware of projected directions of the industry.
- Adjust quickly to changes in thinking and working in the association and embrace organizational changes that are needed to respond to the market.
- Develop and recommend annual revenue and expense budgets for Government Relations Department.
ClubPAC - Manage development and execution of marketing materials, fundraising strategies, and solicitation campaigns to build awareness of and support for ClubPAC among NCA members.
- Manage all ClubPAC activities, ensuring compliance with federal election, and lobbying laws.
- Complete timely and accurate filing of FEC reports and lobbying disclosure reports.
- The ability to register and remain active as a lobbyist and handle all aspects of lobbying disclosure compliance.
- Serve as liaison to the ClubPAC Committee and provide reports on ClubPAC activities.
- Manage the ClubPAC donor database, maintain organized records of all ClubPAC receipts and expenditures, manage disbursement of all ClubPAC contributions, handle ClubPAC correspondence, and produce internal ClubPAC reports and analyses.
- Oversee ClubPAC website and draft ClubPAC communications for the newsletter. Identify, write, and design innovative communications for targeted audiences regarding ClubPAC.
- Create and maintain an active grassroots network and develop innovative approaches to grassroots strategies and tactics.
- Institute and manage ClubPAC donor recognition programs.
- Develop and maintain relationships with key political fundraisers and party committees.
- Track election information and provide updates throughout an election cycle.
