The manager of government affairs coordinates the government affairs activities of the organization. This position responds to the needs of the membership, including advocating public policy positions, monitoring regulatory and legislative activities, and working with the deputy executive director to align and coordinate regulatory, policy, and legislative positions as the Alliance strives to implement the organizations strategic initiatives.

 

Essential Job Functions

The following list of duties is not exhaustive. CVSA may also outline additional responsibilities that are not included in this job description.

  • Responsible for monitoring legislative and regulatory activities on issues related to commercial motor vehicle safety and enforcement
  • Responsible for communicating CVSA policy positions to Congress, and maintaining personal contact with Congressional offices
  • Responsible for arranging meetings with appropriate legislative members or their staff
  • Responsible for developing and distributing periodic legislative and regulatory updates to the membership
  • Responsible for ensuring that CVSA provides testimony at public hearings on issues affecting commercial motor vehicle safety and enforcement, and coordinating with the Deputy Executive Director on development of oral and written testimony for hearings
  • Responsible for providing briefings and recommendations to leadership, committee chairs and CVSA program directors to facilitate management and decision making
  • Responsible for informing and advising leadership on current trends, problems, and activities to facilitate policymaking
  • Responsible for maintaining effective working relationships with internal and external stakeholders
  • Responsible for supporting the CVSA Policy and Regulatory Affairs Committee
  • Assist the Deputy Executive Director with the development and implementation of lobbying strategies, including the drafting of statements, letters and testimonies, and direct contact with legislators and regulators
  • Assist the Deputy Executive Director with drafting regulatory comments, petitions, and letters
  • Assist the Deputy Executive Director with coordinating legislative and regulatory actions of the Alliance, working with appropriate CVSA committees, the CVSA Executive Committee, and/or CVSA program directors
  • Assist the Deputy Executive Director with coordinating CVSA policy and government affairs activities in collaboration with CVSA committees, programs, task forces, and ad hoc committees

 

Supervisory Responsibilities

This position does not involve the direct or indirect management of other employees. This position may be responsible for selecting and overseeing external contractors and vendors who provide services related to government affairs.

Minimum Requirements

  • Bachelor’s degree from an accredited college or university, or equivalent combination of education and experience
  • 1-3 years’ experience working in regulatory and legislative affairs
  • Experience in facilitating meetings and events with congressional staff/members and other key stakeholders and decision makers
  • Demonstrated strengths in policy development and political acumen
  • Experience facilitating meetings and events with congressional staff/members and other key stakeholders
  • Available for national and international travel

 

Knowledge, Skills and Abilities

  • Knowledge and understanding of federal executive and legislative protocols, policies, procedures, statutes, and regulations. Specific knowledge related to commercial motor vehicle and commercial motor carrier safety and enforcement is a preferred but not required
  • Knowledge and understanding of private sector regulatory issues and concerns
  • Ability to build consensus and cooperation among stakeholders with competing interests
  • Ability to plan, organize, and implement tasks to accomplish the objectives of each assigned project
  • Problem-solving skills with the ability to make sound, prudent decisions
  • Ability to meet deadlines of assigned deliverables
  • Ability to provide exceptional customer service to members and stakeholders
  • Ability to continuously demonstrate exceptional verbal, written, listening, and interpersonal skills
  • Ability to develop and maintain professional internal and external relationships
  • Strong organizational skills, superior attention to detail and self-motivation
  • Ability to work in a fast-paced, evolving environment

 

 

Working Conditions

This position will be based at our headquarters office in Washington, DC and involves the routine use of standard office equipment such as computers and phones.

 

The position requires periodic work outside of normal business hours, as well as travel both during and outside of normal business hours.
